Memo 15/08: Payment of invoices for the disposal of hazardous waste

The Safety Office has recently been presented with several invoices for the disposal of hazardous wastes (in this case computer monitors), where departments have placed contracts directly with a contractor with no prior agreement from the Safety Office that the health and safety budget would meet the disposal costs.

Departments should note that we will not meet these costs where orders have not been placed by, or approved by, us.  They should also note the following legal requirements if they wish to place such contracts and pay for such services themselves:

(i)  the contractor must have a waste carrier’s licence

(ii)  the carrier must supply consignment notes for the movement of hazardous wastes

(iii)  the department must retain the consignment notes (producer’s copy and returns copy) for two years from the date of transfer.
